University Police Staff

Richard Bialkowski – Chief of University Police

Chief Bialkowski started at SUNY Cobleskill in April 2019, and brought a vast and varied amount of experience from a 27-year career in law enforcement to our campus. In 1992, he graduated from the West Virginia State Police Academy 80th basic class and worked in the City of Huntington for 2 years before moving back home to NYS. In 1994, he became employed by the Schoharie County Sheriff’s Office, and worked in Corrections as well as the Road Patrol Division as a Deputy Sheriff and a Sergeant/Investigator. In 2002, he became employed by the Cobleskill Police Department, where he became the Chief of Police from 2014-2019. Chief Bialkowski’s focus will be to upgrade the University Police Department’s technical capabilities and emergency response preparedness, as well as to further professionalize the many functions and services of the department. He also plans to expand upon the department’s current mission and vision to include a heavy focus on community service and involvement, creating many valuable and lasting community partnerships along the way. Chief Bialkowski is a graduate of the F.B.I. National Academy, Session # 270. He is a DCJS Police Instructor / Firearms Instructor. He has a B.S. degree in Criminal Justice from SUNY Delhi. 

Thomas Rehberg –Captain

Captain Rehberg was appointed to the New York State University Police in May 2000. He graduated his academy class as the “Top Gun”. He was promoted to Lieutenant in 2010, and designated as Captain in May 2021. Prior to his appointment at UPD, he worked for the NYS Department of Corrections. He is a DCJS Police Instructor. He has an AAS degree in Criminal Justice from Schenectady County Community College and an AAS degree in Social Sciences from SUNY Cobleskill. 

Gregory McPherson - Lieutenant

Lieutenant McPherson was appointed to the New York State University Police in 2005. He worked at SUNY Old Westbury before coming to our campus. He has an AAS degree in Criminal Justice from Hudson Valley Community College. 

Cristopher Affinito - Lieutenant

Lt. Affinito was appointed to the New York State University Police at Cobleskill in May 2021. Prior to that, he served as an officer for 10 years at SUNY Albany. Lt. Affinito is a Police Instructor and has an MBA from SUNY Albany and a BA in Criminology from SUNY Cortland.

Kenneth Hammond - Police Officer

Officer Hammond was appointed to the New York State University Police in 2003, serving at several campuses before coming to SUNY Cobleskill in 2014. He has an AAS degree in Criminal Justice from Hudson Valley Community College. 

Carlianne Ferretti - Police Officer

Officer Ferretti was appointed to the New York State University Police in 2014. She formerly served as our department K9 officer up until “TJ” retired in early 2020. She is a DCJS Police Instructor. She has an AAS degree in Criminal Justice from Adirondack Community College and a B.A. degree in Criminal Justice from SUNY Plattsburgh.

Evan Taylor - Police Officer

Officer Taylor was appointed to the New York State University Police in July 2015. He began his law enforcement career with the Village of Coxsackie Police Department. He formerly served as a combat medic in the United States Army reserves. He is a DCJS Police Instructor. He has a B.A. degree in Political Science from SUNY Buffalo. 

Emily Croneiser - Police Officer

Officer Croneiser was appointed to the New York State University Police in July 2015. She previously worked for the Herkimer County Sheriff’s Office and was also a volunteer firefighter and EMT in her hometown of Old Forge. She is a DCJS Police Instructor / Firearms Instructor, and currently staffs our mounted patrol unit with “Artie”. She has a B.A. degree in Public Justice from SUNY Oswego. 

Joseph Marotta - Police Officer

Officer Marotta was appointed to the New York State University Police in June of 2016. He served at SUNY Albany UPD before transferring to SUNY Cobleskill in July of 2021. Prior to joining NYSUP, Officer Marotta served as a Corrections Officer for Greene County Sheriff's Office and as a technician for Toyota and Subaru. He has an AAS degree in Automotive Technology from Columbia-Greene Community College.

Kaitlyn Raynor - Police Officer

Officer Raynor was appointed to the New York State University Police in July 2019. Prior to her appointment, she worked for Liberty Partnership Program as a youth advocate. Officer Raynor also worked at a Domestic Violence Shelter as a family support counselor.  She received her Associates Degree in Criminal Justice from Columbia Greene Community College and a Bachelors Degree in Criminal Justice from SUNY Delhi

Dominic PolsinelliPolice Officer

Officer Polsinelli was appointed to the New York State University Police in July 2019. Prior to his appointment, he worked for the NYS Department of Corrections as a Correctional Officer. Dominic also currently serves in the United States Air Force reserves. He has a B.S. degree from SUNY Canton.

Shannon Wancewicz -  Administrative Assistant

Shannon was appointed to her current position with our department in April 2021. She has been at SUNY Cobleskill for 2 years and prior to UPD she worked in the student mailroom. She is our Parking Services Administrator, amongst performing many other duties that keeps our office running smoothly. In her spare time, she enjoys baking and watching crime documentaries on Netflix. She has a Bachelor’s Degree in Psychology from The College of St. Rose.
