University Police Staff

William Henn – Chief of University Police

Chief Henn was sworn in as Chief on July 11th, 2024, after serving as the Assistant Chief of Police on the SUNY- Oneonta Campus.  He served previously as an Investigator and Deputy at the Otsego County Sherriff’s Office, a Patrolman at the Village of Cooperstown Police Department, and as an Officer in the Douglas Police Department in Douglas, Arizona. He possesses a wide array of certifications including DCJS Police Instructor and Master Police Instructor, as well as FBI Crisis Negotiations, and FEMA/NIMS series.  He possesses a Bachelor of Science Degree in Environmental Conservation Law Enforcement from Unity College in Maine. 

Thomas Rehberg –Captain

Captain Rehberg was appointed to the New York State University Police in May 2000. He graduated his academy class as the “Top Gun”. He was promoted to Lieutenant in 2010, and designated as Captain in May 2021. Prior to his appointment at UPD, he worked for the NYS Department of Corrections. He is a DCJS Police Instructor. He has an AAS degree in Criminal Justice from Schenectady County Community College and an AAS degree in Social Sciences from SUNY Cobleskill. 

Alex Jobson - Lieutenant

Lieutenant Jobson was appointed to the New York State University Police in 2018. He served at SUNY Albany before transferring to SUNY Cobleskill in February 2022, where he was promoted to the rank of Lieutenant in July 2023. Prior to joining NYSUP, he worked for the U.S. Department of Homeland Security. He is a DCJS certified Field Training Officer, Crime Scene and Evidence Technician, and a R.A.D. Instructor. He received his Bachelors Degree in Criminal Justice from SUNY Oswego. He is receiving his Masters Degree in Public Administration from SUNY Brockport.

Ray Haugen - Lieutenant

Lieutenant Haugen was originally appointed to the New York State University Police in 2015. He served 7 years as a police officer at SUNY Albany before transferring to our agency in 2022 to accept a promotion to the position of Lieutenant. Lt. Haugen is a currently certified Drug Recognition Expert (D.R.E.), and also a DCJS Police Instructor with specialties in Standardized Field Sobriety Testing and Breath Analysis Operation instruction. He has Bachelor of Arts and Master of Arts degrees from SUNY Albany.

Kenneth Hammond - Police Officer

Officer Hammond was appointed to the New York State University Police in 2003, serving at several campuses before coming to SUNY Cobleskill in 2014. He has an AAS degree in Criminal Justice from Hudson Valley Community College. 

Carlianne Ferretti - Police Officer

Officer Ferretti was appointed to the New York State University Police in 2014. She currently serves as our department K9 handler with canine “Reyes”. They are currently DCJS certified as an Explosives Detection Team. She is a DCJS Police Instructor. She has an AAS degree in Criminal Justice from Adirondack Community College and a B.A. degree in Criminal Justice from SUNY Plattsburgh.

Evan Taylor - Police Officer

Officer Taylor was appointed to the New York State University Police in July 2015. He began his law enforcement career with the Village of Coxsackie Police Department. He formerly served as a combat medic in the United States Army reserves. He is a DCJS Police Instructor. He has a B.A. degree in Political Science from SUNY Buffalo. 

Emily Croneiser - Police Officer

Officer Croneiser was appointed to the New York State University Police in July 2015. She previously worked for the Herkimer County Sheriff’s Office and was also a volunteer firefighter and EMT in her hometown of Old Forge. She is a DCJS Police Instructor / Firearms Instructor. She has a B.A. degree in Public Justice from SUNY Oswego. 

Joseph Marotta - Police Officer

Officer Marotta was appointed to the New York State University Police in June of 2016. He served at SUNY Albany UPD before transferring to SUNY Cobleskill in July of 2021. Prior to joining NYSUP, Officer Marotta served as a Corrections Officer for Greene County Sheriff's Office and as a technician for Toyota and Subaru. He has an AAS degree in Automotive Technology from Columbia-Greene Community College. Officer Marotta recently received DCJS certification as a Mounted Patrol Officer.

Dominic PolsinelliPolice Officer

Officer Polsinelli was appointed to the New York State University Police in July 2019. Prior to his appointment, he worked for the NYS Department of Corrections as a Correctional Officer. Dominic also currently serves in the United States Air Force reserves. He has a B.S. degree from SUNY Canton.

 

Chavel Harrison – Police Officer

Officer Harrison was born and raised Jamaica, West Indies. He migrated to the United States as a teenager where he furthered his education. He completed his AAS in Video Arts and Technology at CUNY BMCC and BA in Television and Radio Production at Brooklyn College. He is currently working on his Master's Degree in Cybersecurity at Excelsior University. He started his law enforcement career with NYPD in 2022. Officer Harrison was appointed to the New York State University Police in May of 2024.

 

Greg Paspalis – Police Officer

Transferred from the NYS Department of Corrections and Town of Windham Police Department in January 2024. Studied Criminology and History at SUNY Oneonta. Earned the NYS lifesaving medal in December of 2017, and the Police Certificate of Merit award through Senator George Amedore in May 2018, also earned the Greene County emergency services prehospital save award in August 2019 while employed at Windham Police Department.

Nicole LaBar -  Administrative Assistant

Nicole was appointed to her current position as Administrative Assistant l for SUNY Cobleskill Police Department in May of 2024. She is our Department Records Clerk and Parking Services Administrator. She completes a wide variety of duties that keep our office running smoothly. Prior to UPD she worked at Walmart Distribution Center as a Traffic Clerk. She held that position for close to 8 years. Nicole has a degree in General Education from the University of Mass.
